About COSTARS
COSTARS is the Commonwealth of Pennsylvania’s Cooperative Purchasing Program managed by the Department of General Services (DGS). It allows eligible public entities—including municipalities, school districts, universities, non-profits, and more—to purchase goods and services from approved suppliers without needing to go through a lengthy bid process.
